Summary: Project number: RPM 452. In March 2002 the Learning and Skills Council (LSC) commissioned the Learning and Skills Development Agency (LSDA) to investigate Access provision in Further Education Colleges (FECs) in England and to make recommendations for the future with particular reference to the Higher Education (HE) participation targets for 2010. The research concluded that a new national strategy for Access is urgently needed. The contribution of Access courses, for both adults and the 19-20 age group, to widening participation in HE needs to be redefined, given prominence and supported at a national and local level.
